Map size is certainly too small for 16 players, look at the size of other maps that work with 16 and heavy weapons and you'll see. I've played it with 16 many times, the spawn killing is frequent and the range of weapons means there isn't really anywhere to go except hide behind whatever is available. The long range MG's and advanced rifles make the overcrowded fact even more prominent. You could go 2 ways - Reduce player count to 12 or remove the MG's and advanced rifles, replace them with SMG's for a better balance.
