For the longest time, I always thought it was PS4/Xbox1/PC exclusive but after searching around, I came across it on the GTAF. Credit goes to the OP, not me. All you have to do is go to SETTINGS, and turn on "movement while zoomed in" and you can strafe with the sniper rifles. The problem is that the zooming function is now your movement, and the d-pad for zooming in and out. I thought that some of you might not have known as well so I thought I would share it.
