We will be given a few chips to get started and more can be earnt in game either by gambling or via a casino business which may well cost as much as you suggest. As predictable as R* has become with the use of Paywalls with new DLC’s I think they will recognise how long players have been waiting for this and make ‘basic’ gameplay mechanics free for all, until you make yourself broke (chip wise). Perhaps some sort of high roller perk will be tied to a business though?? I have not looked, does anyone know if it is poker only or a full on casino with slots, roulette, blackjack, etc..?? If it is just poker I probably won't give it much thought and will get my poker fix in RDR most of the time, if other games are there then that may be different. Well that was quick, sorted. @doubleg213 and @Squirrel I think the bunker system will cover it, basically the whole building will disappear when playing a job. But I'm not refusing it anyway, website they made mentions membership being "Casino and Resort Membership" or "VIP Membership".
